The bottom line: on a small pension, Portugal's D7 is easier to qualify for. On a comfortable pension with savings, Cyprus is cheaper to live in tax-wise and gives you permanent residence without the fund investment.
Community. Both have large British communities: the Algarve in Portugal, and Paphos, Peyia and Tala in Cyprus.
