Email pafosetiseis@police.gov.cy with your name, passport number and the service you need, or call 26 806222 or 26 806215. The unit replies within five working days, so book 3–4 weeks before you need to submit.

Can I still apply after the four-month deadline?

Yes. Apply as soon as you can. The law allows a fine of up to €2,500, but it's a maximum, not automatic, and registering late is better than not registering.

Does the yellow slip make me tax resident?

No. Tax residency depends on your days in Cyprus under the 183-day or 60-day rule. You need the yellow slip first, though, because the Tax Department asks for your registration number before it issues a tax number.

Most yellow slip problems come from the wrong form, the wrong document list or a lease that doesn't meet the rules. The biggest mistake of all: British readers applying for a yellow slip they can't get. Here's what goes wrong and how to get it right first time.

Mistake 1: Applying for a yellow slip with only a UK passport

The yellow slip (the Registration Certificate, form MEU1) is for EU, EEA and Swiss citizens. Since Brexit, UK nationals are third-country nationals. If you hold only a British passport and arrived after 31 December 2020, you can't get one, however many forum posts say "just get your yellow slip".

The confusion comes from people using "yellow slip" as a catch-all name for residence registration. What UK-only passport holders actually need is one of these:

a temporary residence permit (visitor, the "pink slip"): one year, €70 plus €70 registration, no work in Cyprus
Category F for secure income from abroad
the digital nomad visa for remote workers earning €3,500 a month net or more
permanent residency by investment
an employment permit through a Cyprus employer

Who can still use the yellow slip

Brits with a second EU passport (Irish is the most common) apply on MEU1 like any EU citizen. A UK-only spouse of an EU citizen applies on MEU2. UK nationals living here before 2021 are covered by the Withdrawal Agreement. Everyone else: see the yellow slip guide.

Mistake 2: Missing the four-month deadline

The MEU1 application must be made within four months of the date you entered Cyprus. Not four months after your three months of free movement end: four months from entry.

The law allows a fine of up to €2,500. Some older websites say €2,562.90, a conversion from the old Cyprus pound; the current figure on gov.cy is €2,500. It's a maximum, not automatic, but you don't want to find out.

The Department of Labour advises booking your appointment 3–4 weeks before you need it. Paphos replies to appointment emails within five working days. Start collecting documents in your first fortnight.

Mistake 3: Using the wrong document list

There isn't one yellow slip checklist. The Migration Department publishes six: employed or self-employed, visitor or pensioner, student, child under 21, dependent parent, and spouse of a Cypriot. A retired couple arriving with employment paperwork, or a worker without Social Insurance statements, gets sent away.

Myth: you need to bring passport photos

Reality

The MEU1 page says your photograph is captured at the appointment, after you show your fee receipt and passport. Save your money on photo booths. Non-EU family members applying on MEU2 also give fingerprints.

Mistake 4: Bringing GESY instead of Plan A insurance

Most lists ask for Plan A health insurance covering inpatient care, outpatient care and repatriation of remains ("body transport"). GESY registration on its own isn't accepted, because it doesn't cover repatriation. You can pair GESY registration with a Plan A repatriation policy.

Plan A typically costs €175–€250 a year per adult. Pensioners with an S1 can use it where the list allows. Employees paying Cyprus social insurance don't need Plan A on the employed list.

Mistake 5: A lease that doesn't meet the rules

Your lease must be certified by the Muhtar (the local community leader, about €2) or a certifying officer, and show the owner's and tenants' names, ID or ARC numbers and phone numbers. The Department of Labour says it should run for at least a year. Bring original rent receipts too.

One grey area: the lists still say "duly stamped", but stamp duty on documents dated from 1 January 2026 was abolished. Ask the unit what they want when you book. From 1 July 2026, rent over €500 has to be paid by bank transfer, so keep those confirmations.

Mistake 6: A utility bill in the landlord's name

Every list asks for an original electricity (EAC) or water bill in the tenant's name. A screenshot of an online account or a bill in the landlord's name doesn't count. Transfer the accounts into your name the week you move in; it can take a billing cycle before a bill arrives.

Mistake 7: Fintech bank statements

Visitors and pensioners must show income and bank activity for the last quarter. Immigration lawyers report that statements from Revolut, Wise and other app banks are sometimes refused. Use a UK high-street bank or a Cyprus bank account for these statements.

Mistake 8: Sending someone else, or forgetting originals

You must attend in person, because your photo is taken. A lawyer can prepare your file and come with you, but the Department of Labour says a power of attorney alone isn't enough.

Bring originals and two photocopies of everything; our post on Cyprus bureaucracy realities explains why. Certificates from the UK need an apostille from the FCDO and, if not in English or Greek, a certified translation. Children need their own application, and both parents or the absent parent's sworn consent.

Mistake 9: Assuming the yellow slip gets you free healthcare

The yellow slip proves your right to live here. It doesn't make you a GESY beneficiary. GESY covers EU citizens who are employed in Cyprus, hold permanent residence, are a beneficiary's family member, or are insured in another EU state, for example UK State Pensioners with an S1.

A retired Irish-passport Brit without an S1 can be Cyprus tax resident, pay 2.65% GESY on their pension and still not be covered until they get permanent residence after five years. Keep your Plan A policy, or a fuller private plan, until you've confirmed your status with GESY on 17000. The GESY contributions guide shows who pays and who's covered.

Mistake 10: Treating the yellow slip as your tax registration

The yellow slip is an immigration document. It doesn't make you tax resident and it doesn't register you with the Tax Department. Tax residency comes from your days: more than 183 in a calendar year, or 60 under the 60-day rule.

Once you have the certificate and your Alien Registration Certificate number, register for a Tax Identification Code, file form TD38 to claim non-dom status in your first year of dividends or interest, and file a TD1 return by 31 July of the following year. Yellow slip mistakes: quick answers

The usual reasons are the wrong document list, a lease without Muhtar certification, a utility bill in someone else's name, missing Plan A cover, or not being eligible at all because you hold only a UK passport. Refusals come by letter with the reasons.
