Property Scams in Cyprus: The Big Problems With Buying Property, and How to Avoid Them

The big problems with buying property in Cyprus are rarely outright fraud. They are legal gaps: a developer's mortgage on your land, a contract never deposited, a waiver you didn't read. Every one of the eleven below has a check that stops it, and most cost less than a weekend in Paphos.

2. Signing the Type C waiver without knowing it

The 2023 amendments gave buyers the Type A protection, but they also created a Type C statement, where the buyer gives it up. It can arrive in a bundle of papers described as routine.

Once signed, you have waived the lender's promise to release your unit. It is not a scam in the legal sense. It is a signature that turns a protected purchase into an unprotected one.

Cyprus Mail estimated in June 2026 that around 15,000 buyers with serious planning breaches fall outside the new trapped buyers law entirely.

This page is about Paphos, which is fully inside the Republic's system. But if an agent pitches a bargain 'just across the line', this is why it is cheap.

You inherit the complex, not just the flat. Make the seller clear any arrears before completion, and remember that a run-down complex is harder to sell or let.
