How long can you stay in Cyprus if you buy a property?

Owning property does not change your visa-free allowance. A UK-only passport holder can stay up to 90 days without a visa. To live here you need a residence permit, such as Category F or PR by investment.

Is there stamp duty on property in Cyprus in 2026?

No. Stamp duty was abolished for documents signed from 1 January 2026. Contracts signed by at least one party before that date still fall under the old rules.

Do you pay property tax every year in Cyprus?

No. Immovable property tax was abolished in 2017. You still pay local municipal and sewerage charges and any communal fees.

What are the downsides of buying property in Cyprus?

Cyprus doesn't publish an official average sale price. Asking prices in 2026 typically run from about €220,000 to €450,000 in Kato Paphos and €300,000 to €900,000 in Tala and Peyia, according to Wise's 2026 guide.

Where is the best place to buy property in Paphos?

It depends on how you'll live: Kato Paphos and Universal for walkability and rentals, Chloraka and Peyia for the coast and a large British community, Tala and Tsada for space and views. Start with the Paphos locations guide and rent there before you buy.

Paphos Property: Buying and Renting in Paphos as a UK Mover

UK citizens can buy in Paphos, but you need District Administration permission and the rules cap you at two units. Stamp duty went on 1 January 2026, resales get 50% off transfer fees, and most new arrivals rent for 6 to 12 months first.

The short version

UK buyers need permission. Since Brexit you are a non-EU buyer: your lawyer files form COMM 145 with the Paphos District Administration. No fee, 2 to 3 weeks by the government's own estimate.

Transfer fees run 3% / 5% / 8% in bands. Resales get 50% off; new-builds that carry VAT pay no transfer fee at all.

VAT on new-builds is 19%, or 5% on the first 130 m² of your main home if it is worth no more than €350,000 and the deal is under €475,000.

Stamp duty was abolished for documents signed from 1 January 2026. There is no annual property tax either.

Title deeds are the big risk. Your lawyer must get a Land Registry search certificate before you pay a deposit.

Renting first costs roughly €1,000 to €1,500 a month for a 2-bed in Paphos (2026 market estimates) and buys you time to learn the areas.

Rent first or buy straight away?

Most people moving from the UK should rent in Paphos for 6 to 12 months before buying. Paphos district runs from the busy seafront of Kato Paphos to hill villages like Tala and coastal Peyia, and they feel very different in August and in January.

Buying on day one makes sense in three cases: you already know the area well, you are using the €300,000 permanent residency investment route, or you have found a specific property and your lawyer has already cleared it.

Can UK citizens buy property in Paphos?

Yes. Since Brexit, UK citizens count as third-country (non-EU) nationals under the Acquisition of Immovable Property (Aliens) Law, Cap. 109. You can buy, but you need permission first.

Your lawyer files form COMM 145 with the Paphos District Administration, the office for the district where the property sits. The Ministry of Interior says applications take 2 to 3 weeks and there is no fee. Some law firms still describe this as Council of Ministers approval taking 3 to 6 months. In practice, allow for the longer timescale in your contract.

What a non-EU buyer may own, according to the Ministry of Interior:

Up to two units: two homes, or one home plus a shop up to 100 m², or one home plus an office up to 250 m²
Or a plot up to 4,000 m² to build your own home
Couples share one permission, so the two-unit limit covers both of you together

Many older guides say non-EU buyers may own only one property, or quote 4,014 m² for land. The government page, last updated in May 2024, says two units and 4,000 m². Ask your lawyer to confirm the current position before you sign.

If you hold an Irish or other EU passport, buy as an EU citizen and none of this applies.

Watch out

Tighter rules for non-EU buyers are on the table

In spring 2026 the House Interior Committee worked on a bill to cap third-country nationals at two plots of about 1,100 m² in total, ban purchases of agricultural land and land near ports, airports and military sites, and close the company loophole. The interior ministry also proposed a five-year holding and residence condition. As of our last check in September 2026 the bill had not become law, and homes, shops and similar urban property were set to stay open to foreign buyers. If you are buying land or more than one property, ask your lawyer where this stands on the day you sign.

What buying property in Paphos really costs

On top of the price, budget for transfer fees or VAT, plus legal fees. There is no stamp duty on contracts signed from 1 January 2026, and there is no annual property tax.

The bands are 3% up to €85,000, 5% from €85,001 to €170,000 and 8% above €170,000. On a €300,000 resale the full fee is €17,200, and the 50% reduction takes it to €8,600. Tier-2 sources say fees are worked out per owner when a couple buys in joint names, which lowers the total.

The VAT gap is the number to watch. A €300,000 holiday home from a developer carries €57,000 of VAT, and you never get it back. Try your own numbers in the transfer fee calculator in our buying guide.

Title deeds and developer mortgages

A title deed is the Land Registry record that proves who owns a property. Without one in your name, you hold a contract, not a registered title. The British High Commission advises buyers to exercise extreme caution if the title deeds are not readily available.

The problem comes from developer finance. Developers often mortgage the land they build on. If the developer fails, the bank's charge can outrank a buyer who has paid in full. This created Cyprus's trapped buyers: over 11,000 deeds were released under a 2015 law before the Court of Appeal struck down its core provisions in June 2024, and Law 110(I)/2025 restored a route for older contracts.

Three protections now matter most:

A Land Registry search certificate before you sign, showing mortgages and charges
Depositing your contract at the Land Registry, which gives it priority under the 2011 Specific Performance Law
A lender's release undertaking where a mortgage exists, as required by the 2023 amendments

Renting in Paphos: prices and rules

A 2-bedroom apartment in Paphos rents for about €1,000 to €1,500 a month in 2026, based on market data. Landlords usually ask for 1 to 2 months' deposit plus the first month, and most contracts run 12 months.

These ranges come from private market data (Investropa, 2026) rather than a government index, so treat them as a guide. Kato Paphos, Universal and Tombs of the Kings sit at the top end.

Two rule changes matter for tenants in 2026. Stamp duty on leases went with the rest of stamp duty on 1 January. And from 1 July 2026 all rent must be paid electronically, by bank transfer or card. Keep every payment record.

Owning property: ongoing costs and tax

Cyprus has no annual immovable property tax; it was abolished in 2017. You will still pay local municipal and sewerage charges, which vary by area, plus communal fees if you buy in a complex.

Capital gains tax is 20% on the gain when you sell Cyprus property. For disposals from 1 January 2026, the lifetime exemptions rose to €30,000 in general and €150,000 for your main residence.

Rental income is taxed under the 2026 income tax bands: 0% on the first €22,000, then 20% to 35%. You can deduct 20% of gross rent as expenses. Special Defence Contribution on rent was abolished from 1 January 2026, but the 2.65% GeSY contribution still applies.

Paphos property prices in 2026

Paphos prices rose 9.6% in the year to Q2 2026, according to the Central Bank of Cyprus residential property price index, against 8.5% for Cyprus as a whole.

The headline hides a split. In Paphos, the apartment index rose 18.5% in the year to Q2 2026, while houses rose 3.1%. Flats near the sea are where the pressure is.

Finding property in Paphos

Most Paphos property is listed in three places: UK portals (Rightmove Overseas, A Place in the Sun, Zoopla Overseas), which carry stock from Cyprus agents who market to British buyers; Bazaraki, the local classifieds site where many private sellers and smaller agents list; and agents' own websites.

The same villa is often listed by several agents at slightly different prices, because Paphos agents often share stock, and the seller normally pays the commission of 3% to 5% plus VAT. So there is little point registering with ten agents. Two or three good ones, plus Bazaraki for private sales, cover most of the market.

Only registered agents may sell property for others in Cyprus, under the Real Estate Agents Law 71(I)/2010. Ask for the registration number before your first viewing and check it on the council's register.

Property and residency

Owning a home in Paphos does not give you the right to live here. A UK-only passport holder can stay up to 90 days visa-free, and needs a residence permit to stay longer.

Property links to residency in two ways:

Permanent residency by investment. Buy new residential property worth at least €300,000 plus VAT, as a first sale from a developer, and show secure income from abroad of at least €50,000 a year. See the PR investment route and the property rules for PR.
Temporary residence permits. Routes like Category F need proof of accommodation. A tenancy agreement or title deed both work.

The yellow slip (MEU1) is only for EU citizens, so do not plan around it with a UK-only passport.
